Folded letter originating from New Orleans to Vabre France, with pair of 1c blue Franklin (Scott 9, Type IV, plate 1 late), and 3c Washington (Scott 11A).

Thanks to Rob Faux for the following description:

"...Sent via the Open Mail provision in the agreement between the US and British post. The requirement is that all postage for the US portion of the mail service had to be prepaid and the rest would be paid by the recipient. Via trans-Atlantic steamer under contract with the British, so only the 5 cents required for US surface mail. The rest was collected in France..."
