The 10c pays the rate for a letter not exceeding 1/2 oz sent over 300 miles.

This cover originated in New Orleans. It is datelined July 1st in NO. It was carried into Mobile, where it was marked "Way". Most such way letters were not marked, due to the high volume of way mail at Mobile incoming from New Orleans.

The use is July 2nd, 1848, which is shortly after the retaliatory rate went into effect. This cover was not charged the 24c retaliatory fee, as Mobile had not yet found out about the change.

This sailed on the Cunard steamer Cambria, from Boston on July 12, 1848. It arrived in Liverpool on July 24. This was the first retaliatory rate sailing from Boston, and the second overall. In addition to Liverpool, it is also backstamped Blackburn, where it arrived on July 25.
