Description:

CHARL.SC first Federally distributed circular datestamp on envelope (!). Charleston, SC was among the first 20 or 21 cities to receive a standardized datestamp from the Federal government in 1799. Unusually, this example is on a handmade envelope. Prior to 1847, each sheet of paper was charged a separate postal rate, including the outer wrapper or envelope, if a separate sheet of paper.

75c postage collect to recipient (3x 25c for letter over 500 miles). Envelope would likely have contained two sheets of paper - a letter and perhaps a bank draft - causing the sender to want to send it in a more secure way even though it would entail paying an extra 25c postal rate.
