The 1sh, 8d rate (which includes 3d for the British Consul in Labuan) is equivalent to the 40 cents rate from US to Labuan via British mail via Southampton

carried on P&O Line steamer "Malacca" that departed Hong Kong on Aug 7, via Singapore (arv Aug 14) to Galle (arv Aug 24); then carried by P&O Line steamer "Mongolia" (dep Galle Aug 25) via Aden to Suez (arv Sep 12); then by P&O Line steamer "Tanjore" from Alexandria (dep Sep 15) to Southampton (arv Sep 27), and then by North German Lloyd Line steamer "Deutchland" (dep Southampton Sep 29) to New York (arv October 10, 1868)

possibly the earliest reported stampless cover with a Labuan postmark; there are two covers known with Hong Kong adhesives used earlier (addressed to New Zealand), this cover ex Charles Taylor and Patrick Cassels
