Description:

Early use of "LITCHFIELD" NOR 22 mm townmark handstamp on stampless folded letter, with manuscript "Supervisrs Office/Free Ephm. Kirby". Ephraim Kirby was the Supervisor of Internal Revenue for the District of Connecticut. The Internal Revenue Law of 9 July 1798 granted the Franking privilege (send & receive) to Supervisors on Official Business. This was abolished by another Act of Congress in April of 1802.
