Description:

Early Stampless folded letter with manuscript townmark "Litchfield" and Supervisors Office/Free Ephm Kirby, also handstamped "FREE. (25x6 mm)". Ephraim Kirby was the Supervisor of Internal Revenue for the District of Connecticut. The Internal Revenue Law of 9 July 1798 granted the Franking privilege (send & receive) to Supervisors on Official Business. This was abolished by another Act of Congress in April of 1802.
