Description:

1c blue (#63) pair on drop cover, tied by star cancels and undated Galveston, Tex. postmark,  "Galveston Tex. Jun 23" cds on back, "ADVERTISED" straightline marking, framed "UNCLAIMED" framed handstamp, circled "DUE 2" rating handstamp, additional penciled "4", to attorney Lawrence M. Dailey, Esq. This cover is a twin to Cover ID 27899, mailed to a different attorney in town at the same time.

This cover was apparently mailed after the end of the Civil War hostilities in Galveston, Texas, which occurred on June 18, 1865, the date that Union General Gordon Granger occupied Galveston.  This cover was advertised in the local newspaper but remained unclaimed at the post office, and was returned to the sender.

Effective May 1, 1865, the drop rate was reduced to 1c per half ounce in towns and cities where carrier service was not available. It retained the 2c rate for all carrier cities.
