US #26 on cover postmarked WASHINGTON, CY, D.C., MAY 31, FREE sent to Mr. Charles Ellet Jr. Charleston, (West) Virginia. Charles Ellet Jr. was an American civil engineer known for championing suspension bridges and other engineering endeavors in the U.S.. During the Civil War, Charles received a commission as colonel, commanding one of his new ram vessels he designed. Charles ended up being the only fatality during the Union Naval victory at the Battle of Memphis. Charles died 21 JUN 1862.
