I am writing an article and need some reference to explain the cover. The cover came with the following information.

U.S.3 cents envelope, Scott U10, from U.S.S. Mohican off Porto Grande, St. Thomas, Cape Verde Islands to Morristown, NJ.

The Mohican was a steam sloop-of-war on patrol for pirates and slavers off the African coast, 1860-61.

Cover was carried by on contract mail ship to Port of Entry, Darien, GA, March 9 canceled and was incorrectly rated "Ship 7 cents" The U.S. inland rate of 3 cents applied.

Looking for information/reference on non contract mail, how the letter was transferred from U.S.S. Mohican to non contact ship and why charged 7 cents.
