[U.S. Apothecary General] free frank of Francis LeBaron on 20 November 1815 folded letter addressed to Maj. Genl. Peter Porter while serving as Member of Congress in Washington, LeBaron's signed letter includes: "before the River closes I shall start for Washington, if however anything is agitated respecting the Military Peace Establishment, I beg you to have my interest in view, & urge the neccessity of the continuance of the Apothecary General .."

The office of Apothecary General existed from June 11 1813 to 1821 and LaBaron was the sole appointee to the position having served from 1812 without formal recognition. The office was granted the free frank privilege in 1813 ... "Act of February 27, 1813 (2 Stat. 806) : All letters or packages not exceeding one-half ounce in weight, containing vaccine matter or relating to the subject of vaccination, shall be carried by mail, free of postage, to or from the agent appointed to carry out the provisions of the act to encourage vaccination."
