Description: Stampless FLS.  Nothing on the cover to indicate Southern use, but there may be such information in the contents of the FLS itself.  If so, the point of origin would probably be New Orleans.    
Carried by American packet via England.   The black 6 cents New York foreign exchange marking indicates a debit of 6 cents to France, but in Hargest (see pages 74 to 76), there is no specific debit rate to France of 6 cents.  The possibility exists however that it might be a double weight letter.  
There is a credit option of 6 cents to France on covers transmitted by American packet via England.   Entered France at Calais (receiving mark of the French travelling post office from Calais to Paris), and 8 decimes due from recipient.
