Patriotic with flying eagle pulling flag and banner in beak.  Sender used a 24 cent stamp, which:  1) overpaid the Bremen/Hamburg direct rate, 2) underpaid the Prussian Closed Mail rate, 3) underpaid the British mail rate, 4) underpaid the French mail rate.  It probably was item 2, the PCM.  
Transported by American packet, with New York exchange office debiting Germany 23 cents.  Upon receipt, initially rated 45 silbergroschen (crossed out), and 12 3/4 silbergroschen due upon pickup.  
Envelope manufactured by James Gates of Cincinnati.
