Description: Patriotic 18 cents paid, sent via Liverpool then Belgium for delivery in Holland.  Partial payment ignored - cover sent at British Open Mail rate, with only 5 cents considered as being paid.  
Normally the British post office would debit to Holland 1 shilling and 4 pence - 8d transatlantic sea postage plus 8d British transit fees to the Netherlands - then forward the cover onwards to the Continent via Belgium.  
But it appears that the additional 13 cents might have been applied as an offset to the British debit, reducing it from one shilling 4 pence to just 4 pence.  One shilling equaled 12 cents.
The recipient was charged a total of 110 Dutch cents due. This resulted from the Dutch adding their 20 cents inland fee under the existing convention with the United Kingdom to the British debit of 80 cents, plus an additional 10 cents for transit through Belgium.
