Description:

1861 3c rose (#65) tied by blue target cancel with matching "Alton, Ill May 14 1862" double circle datestamp on orange cover to Dubuque, Iowa.  Manuscript "Due 3¢"  indicating that this was a underpaid double rate letter, weighing over half ounce to 1 ounce. 1862 docketing on back.

Alton is a city on the Mississippi River in Madison County, Illinois, about 15 miles north of St. Louis, Missouri.  The first penitentiary in Illinois was built in Alton.  During the American Civil War, Union forces used it to hold prisoners of war, and some 12,000 Confederates were held there. During the smallpox epidemic of 1863-1864, an estimated 1,500-2,200 men died.
